CRM does not require more than one person

Adding a visual observer is the most-tested application of CRM on the exam because it is the most common real-world case of a small UAS (unmanned aircraft system) “crew,” but do not walk away thinking CRM only applies once a second person shows up. The test occasionally uses a solo-pilot scenario specifically to check whether you understand that.

What a visual observer actually does, and does not do

A visual observer’s job under Part 107 is narrow and specific: maintain visual line of sight (VLOS) with the unmanned aircraft and scan for other aircraft, obstacles, and hazards the remote pilot cannot see while they are focused on a controller or a display. A VO does not fly the aircraft, does not need a remote pilot certificate, and does not carry any of the RPIC’s regulatory authority or responsibility. The single most common wrong answer choice on a CRM scenario question hands the VO some piece of the RPIC’s decision-making authority (a final go or no-go call, control of the aircraft) that the regulation does not give them. The RPIC remains solely responsible for the aircraft and the operation the entire time, regardless of how many observers are helping.

Shared stop authority is the concept the test tests hardest

The one CRM principle that shows up most consistently in scenario questions is shared stop authority: either the RPIC or the VO must be able to call for the flight to stop, or the aircraft to land immediately, without waiting for the other person’s permission. A crew where only the RPIC can call a halt has already lost the main safety benefit of adding a second set of eyes, because a VO who sees a hazard but has to wait for the RPIC to notice it independently is not actually adding anything. Expect a scenario that describes a VO spotting a hazard and hesitating to say something, then asks what should have happened; the correct answer is always immediate communication, not waiting to be asked.

What an actual pre-flight CRM briefing covers

The test does not require you to memorize a script, but scenario questions assume a briefed crew, not an improvising one, so it helps to know what a real briefing establishes before launch:

  • Roles. Who is flying, who is observing, and what each person is specifically watching for (other aircraft, people entering the area, obstacles along the flight path).
  • Communication. How the VO alerts the RPIC (a specific verbal call, not a vague “watch out”), and confirmation that the RPIC actually heard it.
  • Stop authority. An explicit agreement that either person can call a stop, said out loud, not assumed.
  • Lost-VLOS plan. What happens if the VO loses sight of the aircraft, since VLOS is a regulatory requirement the crew must maintain, not just a safety nicety.
